Poe’s Senate panel finds President Aquino responsible for Oplan Exodus

The Senate Committee on Public Order chaired by Senator Grace Poe, after conducting several public hearings and executive sessions, says that “the President must bear responsibility for giving assent to and failing to prevent the unlawful exercise of official functions by PDG Purisima in connection with Oplan Exodus.”

The Senate Committee, in its Executive Summary, also said that “it is imperative that the President display unquestionable leadership, be forthright and candid with our people, accept responsibility for all decisions he makes as President, and admit the mistakes he made along the way.”

It also says that “PDIR Getulio Napeñas committed grave misconduct” by “directly coordinating and reporting with suspended PDG Purisima instead of the PNP OIC PDDG Espina, PDIR Napeñas broke the PNP Chain of Command.”

As for PDG Alan LM Purisima, he committed Usurpation of Authority or Official Functions. “Despite being on preventive suspension, Purisima continued to involve
himself in Oplan Exodus,” says in the Executive Summary.
