Department of Transportation and Communications Secretary Emilio Abaya says that colorum bus operators must be given thanks.
“I am from Cavite province and I feel for some growth areas where there is obvious demand and there are colorum operators. In fact, we should thank those people because government has never gone out to issue franchises yet they are serving our people even if they are subject to extortion,” Abaya said as quoted by MB.COM (Manila Bulletin).
Abaya also expressed that a new system for public utility bus must be implemented to reduce accidents and heavy traffic flow. He added that the father of bus reform program in South Korea is now working with DOTC. “We are carefully listening to his advice on the bus system.”
He said that the new program will be initially implemented in C5 road and Ortigas. “We’ll do a high capacity bus system as a pilot to see how that develops.”
“The government will pay the bus company on a per-kilometer basis. The driver will operate the bus on schedule because he gets paid a uniform rate regardless if his bus is filled with passengers or notDO. There will be no incentive for them to drive recklessly,” Abaya said.
“That’s the same program Seoul undertook,” he noted.
