“In 2000, Butch Abad was introduced to JLN (Janet Lim-Napoles). Abad was lent by JLN money which was returned with interest. When JLN asked how the money earned, she was introduced to foundations. JLN got curious and eventually JLN was taught how to form foundations. She bought the Philippine Social Development Foundation Inc. (PDSFI) to be able to comply with the requirement that a non-government organization (NGO) has a track record,” said in a document handed to Rehabilitation Czar Panfilo Lacson by Janet Napoles’ husband.
Budget Secretary Butch Abad is still a representative of Batanes during the said year. In an interview with ANC Headstart Abad said in Filipino, “Wala ho akong kinalaman bilang congressman, bilang opisyal, bilang secretary of [DBM] sa anumang scam ni Napoles o kanyang mga pekeng [NGO].” According to Abad, Napoles wants to meet her in the past but Abad’s secretary always says no.
“I think she’s hallucinating. She’s been in bad shape for some time. But I really think that she is vigorously trying to get immunity from this and she’s been throwing around names that she feels that can put pressure on the government to consider her application as a state witness but there is no way that she can get that,” Abad told ANC.
Malacanang on the other hand said President Aquino still trusts the budget secretary. “A mere allegation concerning actions taken in a previous position does not affect the presumption of regularity in connection with the performance of current duties,” Presidential Communications Operations Office Secretary Herminio Coloma Jr. said in a text message.
